Refusal to start a criminal fact of Aleh Biabenin's death can be claimed

This can be done in accordance with Article 178 of the Criminala nd Procedural Code of the Republic of Belarus.The claim can be filed to the public prosecutor or to the court by the deceased journalist's relatives.

Minsk regional public prosecutor's office once again refused to start a corresponding criminal case several days ago. Such a decision was taken on December 3, 2010 because the 3-months term for checking expired and no grounds for a criminal case had been found. The checking revealed that the journalist had committed suicide. 

The body of Aleh Biabenin, the founder and the head of the popular web-site Charter'97, was found in his country house in the village Piarkhurava in Dziarzhynsk district. He was hanged. OSCE experts were involved into checking of his death's circumstances. They also came to the conclusion it was a suicide.
