Belarusians can't complain to president's office
Lawyer Yury Chavusau commented to the European Radio for Belarus as follows:
"The new regulation changes drastically the procedure of handling complaints from citizens. First of all, people will not not be able to complain to Minsk, to the central governing bodies.
According to the press office of the president, 70 percent of complaints are filed with the central bodies".
Under the new decree, complaints will now be reviewed by the local authorities. Those filed in Minsk or regional centers will be forwarded down to a district level.
“Complaints to the higher authorities were a mechanism that people still believed in. They didn't believe courts or prosecutor's offices.
The government has now abolished this mechanism. I can forecast that this will not create a revolutionary situation. But the tension within the society will grow," Yury Chavusau said.
The president's web site has not posted the text of the decree yet, but it offers comments.
