Vitsebsk authorities offer free food to the homeless but do not inform them about it
Vitsebsk City Executive Committee decided to help the poor including homeless people last year. A special instruction about the order and terms of rendering material assistance to the needy came into power on November 1.
Meanwhile, the right of the homeless for non-permanent assistance totalling 30% of the base amount was stated there. It was also noted that tramps’ appeals should be dealt with during three days.
The homeless were supposed to get tickets for free food instead of money. Three shops where the homeless could get food were also mentioned in the document. However, not a single Vitsebsk tramp has applied for this assistance during the two and a half months.
The thing is that nobody has managed to inform this category of people about it. There is no social advertising of it in Vitsebsk. The police do not deal with the issue either.
