Russia transferred the first tranche of a $2-billion stabilization loan to the Belarusian
foreign ministry’s account on November 18, said the press office of the National Bank of Belarus. Under the loan agreement inked by Finance
Ministers Aleksei Kudrin and Andrey Kharkavets, the second tranche is to be made available as soon as the two countries draw up an "action plan" for
further cooperation and the introduction of a single currency. The officials agreed to
do so before February 28, 2009.
