A complaint filed to CEC with regard to refusal to provide premises for campaigning against Lukashenka

A Homel inhabitant Uladzimir Siakerka has filed a complaint to the Central Election Commission about the actions of the central district presidential election commission of Homel. A human rights activist Leanid Sudalenka has informed BelaPAN about this. According to him, Siakerka addressed to the election commission as a voter with a notification that he planned to conduct a pre-electoral meeting of voters at the premises of Homel regional association of trade unions on December 12. He indicated the aim of the meeting as "campaigning against Lukashenka". The commission refused to provide premises upon the reason that the meeting was planned on a non-working day. Siakerka considers such response unjustified as these premises had been designated for conducting agitation meetings by the decision of the city executive committee. The applicant states that neither the Electoral Code, nor the executive committee's decision prescribe such a ground for refusal to provide premises as a non-working day.  He asks the CEC to admit that the actions of the central district election commission of Homel are unjustified and break the voters' right for conducting  pre-electoral meetings, and to oblige the commission to provide the said premises to the voters on December 12.  

Let us remind you, on November 29 the groups of citizens notified the Soviet and Central district election commissions of Homel city about their intention to conduct meetings of voters for agitation against the presidential candidate Aliaksandr Lukashenka.  

The Chairman of the Homel regional organization of the UCP Vasil Paliakou has informed that the head of the Soviet district commission Mkalaj Maly called the activists on December 3 saying there were no obstacles for conducting a meeting. He only asked to submit an addendum to their notification, which would say who is responsible for the event. The meeting is scheduled on December 10 in the "Festivalny" palace of culture.
