Proposals voiced to introduce 'Russian's Card'

The Russians Foundation has proposed to pass a federal law on the Russian's Card for compatriots who live outside of the Russian Federation. It is proposed to offer the 'Russian's Card' to the Russian population of the former Soviet Union apart from Belarus, because this country is Russia's ally, according to the authors of the proposal.

The citizens of Ukraine, Kazakhstan, Lithuania, Latvia, Estonia and Moldova are named as the first candidates to obtain the card. The 'Russian's Card' would entitle many ethnic Russians abroad to the same rights as Russain citizens (apart from political rights), notes web site Brama Kryma.

Russian's Card could be issued if the following requirments among others are met:
а) basic command of the Russian language;
б) spiritual and cultural correlation with the Russian nation; practicing Russian traditions;
в) beloning to the Russian Orthodox Christian church or atheists and other confessions who respect the Orthodox Christianity.
