Reference tool for users of housing and utility services prepared in Homel
Activists of civic campaign "Our House" prepared a reference tool "Complete overhaul of a residential building" for users of housing and utility services, informs BelaPAN. As it was informed by the "Our House" activist Andrej Aksionau, the reference tool was made for human rights activists of the campaign and for the inhabitants of multi-apartment residential buildings of communal property. The reference tool is to help to control whether communal services fulfill their obligations with regard to complete overhaul.
According to Aksionau, the reference tool includes separate regulations from more than 40 legal acts. The regulations are accompanied with the compiler's comments.
Homel housing stock consisted of more than 1800 residential buildings in the beginning of the year. More than 1000 buildings need complete overhaul, which takes more than a trillion roubles. In the year 2009 approximately 9 billion roubles was donated in these aims by the state budget, and 23 billion roubles - by the people. Complete overhaul was barely conducted in Belarus since 1990 till 1999, thus today it is conducted 16 years behind time.
