A charge on administrative violation has been made against a BCD member and a journalist of the Internet-portal "Westki" Kastus Shytal, who was an observer of the campaign "Human Rights Defenders for Fair Elections" at the presidential election. He is accused of violation of Article 13 of the Electoral Code. Shytal, being an observer, allegedly asked a professional lyceum student whether he came to vote early voluntarily, on December 15.

The charge has been made by a chief legal advisor of Hlybokae district executive committee Liudmila Karol.
